In the 21st century, state powers face unprecedented challenges involving rapid technological innovation, development of unmanned weapons, and hybrid warfare. This dynamic and increasingly complex security environment requires closer cooperation between international actors, particularly in regard to the security and stability of Pacific Asia and beyond. Admiral Tomohisa Takei, formerly the highest-ranked officer in the Japan Maritime Self-Defense Force, and Rear Admiral Robert Girrier, the former director of U.S. Navy Unmanned Warfare Systems, will discuss how they analyze current challenges in the region and how they foresee future strategies in this maritime arena. In addition to discussing policy, the speakers will share their experiences serving at the forefront of national security and offer their perspectives on leadership going forward.
